As stipulated in section 132(1) (2) and Section 133 of the Public Finance Management Act
2012, the County Government of Isiolo is in the process of formulating the Finance Bill 2023.
And pursuant to Article 10(2a) and 232(d) of the Constitution of Kenya 2010, The County
Government of Isiolo, through the department of Revenue Services invites Members of
the General Public, Civil Society Organizations, Faith-based Organizations, the business
community, leaders, professionals, and all other interested parties to a Public Consultative
Forum at Ward level as per the schedule set out below.
To facilitate effective consideration, Stakeholders can also present written submissions and memoranda to Ward Administrators offices or forward soft copies to revenue@isiolo.go.ke
The written submissions should be received not later than 15th September, 2023.
INVITATION FOR PUBLIC PARTICIPATION ON ANNUAL DEVELOPMENT PLAN 2024/25
Pursuant to Article 201(a) and 232(d) of Constitution of Kenya 2010 as read together with section 125(1)(a), 125(2) in line with section 126 of the Public Finance Management Act 2012, the County Government of Isiolo invites Stakeholders, Civil Society Organizations, Faith-based Organizations, leaders, professionals, Members of the General Public and all other special interest groups to attend consultations on the development needs to be prioritized in the Annual Development Plan 2024/25.
The interested stakeholders can also give their inputs through:
1. Submission of memoranda/proposal on priority of projects and programs to be pursued by the county government of Isiolo for the above plan.
2. Submissions on the possible sources of funding for the projects, strategies and cost
saving measures and investments.

TENDER NOTICE
Proposed County Aggregation & Industrial Parks
In order to create an all-inclusive, job creating economic model that invests in Kenya’s rich Agro resources, The National
Government through the Ministry of Investments, Trade and Industry (MITI) and Devolved Governments through Council of
Governors (COG) have established the County Aggregation and Industrial Parks (CAIPs) in line with the bottom-up economic
transformation agenda. This is a farmer centric and export-oriented approach to ensure small scale farmers and producers
contribute to the aggregation, marketing and export of produce from across the country. CAIPS will boost overall national
Argo-processing, increase farmer Income, create jobs, reduce post-harvest loss, connect counties through commodity
exchange (KOMEX) & warehouse receipting, and consolidate Kenya produce for the export market.
CAIPs are clusters of independent aggregation (collection) centres across the county to gain economies of scale for
bulk purchasing and selling of various Agro produce in Kenya. These centres (CAIPS) will be located in each county within
proximity to production areas to serve farmers and primary producers through collection, storage and sorting and even
primary processing and value addition. Each CAIP will have minimum of four manufacturing sheds of 4,000sqms, thus
devolving manufacturing capacity to each of the 47 counties. In addition, there will be an Aggregation centre of 4,000sqms
which shall have cold storage facilities to prevent post-harvest losses.

Pursuant to Article 232(d) of the Constitution of Kenya 2010 and Section 125(2) of the Public Finance Management Act 2012, the County Government of Isiolo invites interested Stakeholders, Members of the General Public, Civil Society Organizations, Faith and Community Based Organizations, Public and Private Sector Organizations and other Special Interest Groups to attend consultations on the development needs to be prioritized in the Programme Based Budget Estimates 2023/24 as per the schedule set out below: (Time for all sessions is from 9:00 am to 1:00 pm).

ISIOLO MUNICIPALITY HOSTS THE 11TH EDITION OF DESERT WHEEL RACE 2022
The Desert Wheel Race is the biggest sporting event in the country for the people living with disability.
Isiolo County has again been blessed to host the 11th edition of desert wheel race 2022. The Desert Wheel Race is NONDO’s patented annual flagship event in Kenya and beyond, that was started in Isiolo County in 2012. The Desert Wheel Race is the biggest sporting event in the country for the people living with disability. The National Disability Conference is one of the flagship events of the Desert Wheel Race organized by NONDO every year. The conference is about bringing together stakeholders to deliberate on matters disability.
The Desert wheel Race is about bringing out the sporting uniqueness of this event. This is the 11th edition of the Desert Wheel Race, with this year's theme focusing on advocating for the meaningful engagement of pastoralists with disabilities in the public decision-making process. In the 11th edition of desert wheel race, the winner in the Mens category was from Baringo county Mr. Richard Simeon, first runners up was from Turkana county and the 2nd runners up from Samburu county, and for Womens , Chelegat from Narok County clinched the top. DR. JEWEL H. BRONOUGH VISIT
U.S DEPUTY SECRETARY MAKES COURTESY CALL ON ISIOLO COUNTY.
Deputy Secretary Dr. Jewel H. Bronaugh, made a courtesy call on Deputy Governor Dr. James Lowasa at the VIP LOUNGE at Isiolo International Airport.
The Deputy Governor Dr. James Lowasa who was accompanied by County Secretary Mr. Dadhe Boru welcomed the Deputy Secretary and her entourage with a word of thanks to the US Government for the cordial relationship with Isiolo County.
Dr. Lowasa mentioned the many projects supported by the US in all fields of development; water, Health, Education and many more.
He specifically pointed out that as an Alumni of Kilimani Primary School which is the primary focus of the visit, Isiolo does not take for granted the enormity of the meals and Nutritional support that entails the successes reached by the beneficiary children from poor background.
The Deputy Governor requested United States Agricultural Department to extend the school feeding program to other Schools in the County, given that Isiolo houses over 60 percent of it's population below poverty line and the hurdles if learning under duress owing to hunger and malnutrition.
Dr. Lowasa sadly observed that the ravaging drought, the worst in 40 years has escalated the situation. " We have experienced one of the worst droughts in the last 40 years. Were it not for interventions by Governor Abdi Ibrahim's administration and that of National Government interventions, several deaths could have occurred due to starvation.
Additionally, the Deputy Governor pointed out the centrality of Isiolo, the focus to elevate to Resort City, the Nairobi-Moyale Highway and the upcoming Northern Corridor highway to Mandera, noting that there exists quite a potential for Isiolo status to elevate.
On his part, County Commissioner Mr. Geoffrey Omoding pointed out that Isiolo with 260 thousand population and 26000 landmass, 160 thousand people live under threshold of poverty line and need assistance, especially during drought situations.
Mr. Omoding also expressed that there is a new National and County Governments in place and with the encouraging well focused team of Governor Guyo, that quite resonates with National Government Programmes, Isiolo is sure to elevate deservedly.
The Deputy Secretary BRONOUGH expressed that the President Joe Biden is committed to partner with the Kenya Government. She in particular said USDA is committed to provide the necessary support in various opportunities including technology. That includes construction of Dams, support for Irrigation and Agri-business.
The USDA Deputy Secretary was composed by US Embassy Agriculture Attachee, Chief of Staff of Deputy Secretary and an entourage of experts from the USDA. Also present were Peter Kiira from Ministry of Foreign Affairs and Ali Godana, Director PSM, Isiolo County.
The Deputy Secretary was later received cordially at Kilimani primary School where she, with those accompanying her, served food to the pupils.

Swearing in Ceremony of the County Secretary and County Executive Committee Members of Isiolo County.
Isiolo Governor H.E Abdi Hassan has presided over the swearing in ceremony of six County executive Committee members (CECS) , the County Secretary and County Attorney.
Governor Abdi called upon the newly sworn in County officials to immediately get down to work, and ensure that the people of Isiolo get the quality services that they deserve.
The county boss warned that he won't hesitate to fire any underperforming official, adding that proper service delivery remains a the top priority just as he promised during campaigns.
He directed the County Secretary to convene the first cabinet meeting so that official duties begin.
Governor Guyo also directed the the CECM for Finance Abdullahi Banticha to hasten the process of Coming up with the County Integrated Development Plan so that Isiolo people decide what projects the county government administration ought to prioritize.
Regarding the casual workers who were hired by the previous regime and remained unpaid for several months, Governor Guyo directed the Finance CECm to factor in all their wages in the supplementary budget set to be presented to the County assembly in the next few weeks, so that they get their dues.
