Workshop Facilitators,

Ladies and Gentlemen,

It gives me great pleasure to address you during this important workshop for County Managers. For the last three days, you have been actively engaged in a process of coming up with strategies and plans aimed at transforming how we serve our people.

The decision to literally stop all our daily activities for the last three days so as to do justice to this activity underscores the importance I attach to this process.

I am aware that you have had very engaging and fruitful deliberations. You have also taken time to bond and get to know each other better. All these are crucial if we have to build a formidable team.

Ladies and Gentlemen,

The task ahead of us is enormous. The needs of our people are many, diverse and urgent. With one of the highest poverty levels, insecurity, recurrent droughts and youth unemployment, we are indeed faced with myriads of challenges. At the same time, we reckon that the resources available to us are meagre.

But we must also acknowledge that no leadership before us has had this golden opportunity to make meaningful change in this County.

Isiolo is endowed with sizeable human and natural resources which - with good leadership, collaboration and creative engagements could be utilized to spur social economic growth. We must seize the opportunity to create a lasting foundation for positive transformation of Isiolo. We owe it to the current and future generations.

In the last one and a half years, we have made significant progress in establishing the core team to drive the county work. We have also made gains in terms of service delivery in key sectors. While I appreciate your efforts in ensuring that we deliver our mandate, I also believe that we can do more.

Ladies and Gentlemen,

We have embarked on a journey. It is a journey that we have no choice but to take it, if we are to succeed.

The 100 days Rapid Results targets that you have developed will form the yardstick for measuring our progress towards a better service delivery to our people. In the coming days, we will build on this by developing and implementing a County Integrated Performance Management and Accountability Framework (IPMAF) and a Public Service Development Framework for institutional strengthening and better service delivery.

To support this transformation process, I have embarked on restructuring and strengthening my office. In this regard, I have created the position of Chief Executive Advisor whose task is to support an executive-wide institutional strengthening and co-ordination. I have alsoestablished an interim Taskforce to spearhead this critical undertaking by the County Government. Chaired by myself, this setup will be consistent with our County Government structures and on going processes.

The Taskforce will steer and provide policy and programmatic direction for achieving the long term social economic transformation process for our County through a meaningful partnership with Vision 2030.Further, recognizing that Kenya’s transformation depends on Isiolo’s resort city, lapsset and Isiolo international airport, it follows that the lives of Isiolo people be transformed first.

Each department shall also constitute a core team responsible for implementation of the 100 Rapid Results Initiatives (RRIs).

Ladies and Gentlemen,

Leadership is not a solo act. This rich gathering is a testimony to this. To succeed, the different departments of the County Government need to work together, harmoniously. This entails that periodically; we come together and re -strategize on how to work in unison. While you have clear distinctions on roles and responsibilities, you equally need collaborative engagement amongst and between you. None of us can succeed alone.

Transforming Isiolo begins with me and you. We must be prepared to walk the treacherous and often lonely road of visioning a better Isiolo for all. As you have been doing in the past three days, it begins with dreaming a different and a better dream. More importantly, it requires that we roll up our sleeves and get our respective work done. I call upon you to individually commit to ensuring that we provide the best possible service to our people.

Ladies and Gentlemen,

Serving in this government is an honor bestowed upon us by our people. But good intentions are not enough. Our people demand and deserve better services. For a long time, we have lamented and agonized about marginalization and the many challenges therein. We have also been thinking and talking about Isiolo’s untapped potential. It is time that we transform all this talking and thinking into DOING so that we transform our potentials into tangible results.

Ladies and Gentlemen,

I have a strong conviction that we are up to the task. In this room, we have the best brains to transform Isiolo. I have appointed you in your various capacities because I believe you have what it takes to contribute to the achievement of the County’s vision and goals. But the proof of the pudding is in the eating. We need to see more and better results for our people at the mashinani. Moving forward, each one of us MUST prove that you deserve to continue serving in this government through tangible results in your respective dockets. My office will put in place transparent and objective mechanisms for measuring your individual and departmental performance and those unable to meet set targets will have to give way to others capable of doing the job.

Ladies and Gentlemen,

As managers of your respective departments and offices, you need to increase your footprints within the wards and villages of our vast County. The people must feel our presence and experience our services. Above all, our work should help build a cohesive community of people who trust and support each other. A s such, you need to discharge your duties impartially and objectively devoid of nepotism, favoritism, improper motives or corrupt practices. If you do that, we will all go down in the annals of history as leaders and managers who during their term became a force for positive social change.

By accepting this role, you have placed yourself under strict, constant scrutiny. You need to be conscious of what your individual action does to the image of the County government.

In each of our sub counties and wards, we now have Sub County and Ward administrators. It is imperative that these administrators are fully involved in the functions of all County Government departments at their respective sub county and ward levels. Additionally, we must collaborate with County Commissioners’ office and other National Government administrators across the county. More importantly, we must ensure that we minimize waste, opulence and misuse of public resources including vehicles. If we don’t do this, history will judge us harshly.

I would like to reaffirm my commitment to continually support you to discharge your duties. As a government, we will strive to make your working environment conducive and will redouble our efforts to mobilize additional resources necessary to achieve our goals. In the meantime, we will work within our means with whatever resources we have.

Finally, I thank the core team that organized and ensured the successful delivery of this event. My core team as well as the team of able facilitators led by Joyce Nyamweya, Emmanuel Nzai, David Munyi, Doughlas Moenga, George Khasiani and Christine Nguku not forgetting the presence and contribution of Principal Chief Jane from Nyamira County.
